PRINCIPLE RESPONSIBILITIES

  • Stewards LPDES compliance including, but not limited to the following:
  • Reviews and revises the LPDES permit
  • Negotiates draft LPDES permit requirements with the Louisiana Department of Environmental Quality (LDEQ)
  • Coordinates LPDES permit public hearings
  • Completes monthly DMR, which includes Quality Assurance/Quality Control (QAQC) of data
  • Maintains the Storm Water Pollution Prevention Plan in both documentation and field verifications
  • Performs periodic audits to verify compliance
  • Stewards environmental performance in water area to management
  • Participates in HSE training for new supervisors and refinery unit personnel
  • Evaluates proposed rule changes and new rules for compliance and overall impact to the refinery, communicates requirements, and develops/implements training
  • Maintains the SPCC Program including plan revisions and communicates plan requirements
  • Stewards ICP as it relates to water requirements
  • Assists in regulatory and corporate audits as needed
  • Develops, implements, and maintains procedures in support of regulatory programs
  • Supports other environmental programs, including Title V for the Wastewater Treatment Plant (Toxchem model) and TRI reporting.
  • Serves as the Offsites Environmental Coordinator which includes multimedia assistance, regulatory compliance support, Management of Change (MOC) review, and Wastewater Treatment Plant operations assistance as necessary
  • Interacts with agency regulators, industry groups, and other networks to foster site compliance
  • Provides regulatory guidance/permitting assistance related to excavation activities, including but not limited to, requirements related to the following:
  • U.S. Army Corps of Engineers (USACE) under Section 404 of the Clean Water Act and Section 10 and 14 (also known as section 408) of the Rivers and Harbors Acts
  • Louisiana Department of Natural Resources Office of Coastal Management (OCM)
  • LDEQ for Water Quality Certification
  • Coastal Protection and Restoration Authority (CPRA)
  • Southeast Louisiana Flood Protection Authority-East (SLFPA)

JOB QUALIFICATIONS

Requirements

  • Bachelor’s degree in Engineering (Civil, Chemical, Environmental) or Environmental Science
  • Minimum of five years of experience in the environmental industry (refinery experience is preferred)
  • Sets high standards for safety, integrity, and operational excellence
  • Demonstrated leadership ability with strong organizational skills
  • Working knowledge of LPDES, SPCC, and SWPPP requirements and capable of analyzing and evaluating rule changes for compliance
  • Superior professional written and verbal communication/interpersonal skills is a must
  • Proficient in Microsoft Excel
  • Demonstrates and accepts personal accountability for quality of work
  • Uses measured risk approach and risk-value analysis methods in all business decisions

 

Preferred Knowledge & Experience

  • Participation in Management of Change work processes
  • Participation in circuit and industry networking
  • Effective interpersonal and communication skills (verbal and written), including good PC skills (network, email, word processing, spreadsheets, and databases)
  • Ability to manage a large workload and changing priorities
  • Strong understanding of risk based decision making, risk assessments, and available tools and resources
  • Familiarity with industry process safety and environment regulations, work practices, and compliance strategies as well as knowledge of basic refinery processes, reliability principles, refining economics and basic budgeting and scheduling
