Job Description:
- Strong subject matter expertise in life sciences healthcare policy (eg, Medicare and Medicaid policy and regulations, Inflation Reduction Act, federal budget scoring models, alternative payment models, etc.)
- Familiarity with key data sources for healthcare analysis (eg, Medicare claims, Medicare Part D data, commercial claims data, Medical Expenditure Panel Survey data, Medicare Current Beneficiary Survey data)
- Experience working with patient advocacy and industry groups is preferred
- Quickly recognize and understand clients’ business questions
- Develop data-driven solutions and analysis frameworks that clearly answer those questions
- Execute analysis plans effectively and efficiently and be flexible enough to shift directions, if needed
- Interpret and summarize results accurately

As a Health Policy Consulting Director, a typical day might include:
- Overseeing and reviewing both qualitative and quantitative policy analyses
- Qualitative analyses include policy landscape assessments, legislative and regulatory summaries, comment letter creation, and resources for Government Affairs teams to influence policymakers
- Quantitative analyses include claims data analyses, Medicare payment system analyses, and budget score models to prioritize issues that influence client’s ability to operate effectively as an innovative company
- Monitoring policy strategies and initiatives that address key issues in healthcare environment, including pharmaceutical coverage/access and reimbursement, and provide strategic consulting services to clients to support clients’ business priorities
- Developing Excel-based reimbursement analyses and models and using prior SAS programming experience to either perform analyses or coach SAS coders through complex programming strategies
- Managing company’s data repository and coordinating across corporate units to maximize use of available data for client projects
- Identifying new data sources and meeting with data vendors to evaluate their data assets and use case scenarios for reimbursement and health policy projects
- Identifying how legislative and regulatory issues will affect clients and their portfolios, and using a variety of data sets, provide insights to internal team members and external clients regarding emerging policies to inform Cencora’s business development strategy
- Serving as a senior member of the Reimbursement Policy Analytics service offering as part of the Reimbursement & Policy Insights team
- Maintaining current, and developing new, client relationships around quantitative health policy analytics with a focus on pharmaceuticals
- Refining and further develop relevance and breadth of existing RPA offerings
- Collaborating with other Cencora service lines that include the HEOR, RWE, and economic modelling teams on data-driven projects and business development opportunities with reimbursement elements
- Securing opportunities and writing new business development proposals, and coordinate with cross-company team members for RFP responses and presentations
- Developing content marketing materials that highlight Cencora’s understanding of reimbursement, policy, and economics issues
- Training, supervising, and serving as coach/mentor to members of Reimbursement Policy Insights team, particularly those involved in analytics

What your background should look like
EXPERIENCE AND EDUCATIONAL REQUIREMENTS:
- Graduate degree in public policy, healthcare policy or law, or another related field
- Minimum of 8+ years relevant healthcare policy and reimbursement experience
- Quantitative analytical skills, including advanced knowledge of Microsoft Excel and SAS
- Deep understanding of core policy issues relevant to industry, including the Inflation Reduction Act, PBM transparency, 340B, etc.
- Robust expertise in Medicare payment policies, particularly related to pharmaceuticals and associated services, is strongly preferred
- Experience and comfort with existing Medicare and commercial data sets, including but not limited to medical claims, prescription drug claims, hospital chargemaster data, medical policy data, prescription formulary coverage data
- Experience in a wide range of topics, including coverage, coding, and payment across commercial and public payers, drug distribution and specialty pharmacy, and patient support services
- Ability to translate detailed technical information to others with limited experience in policy or quantitative analysis
- Excellent verbal and written communication skills and presentation skills to convey complex and changing legislation, regulations, and their impact
- Ability to travel 15% – 20%. Travel would be primarily for in-person meetings with policy clients in Washington, DC.
