Job Description:

Responsibilities & Essential Functions include:

  • Identifies land ownership from both company and public records, including current contact information.
  • Research, review, and analyze land title; identify defects and outlines curative; ability to read title opinions and understand title insurance policies.
  • Interprets property legal descriptions including rectangular survey, metes and bounds, and lot and block.
  • Manages and secures permits, easements, options to purchase, fee property, temporary workspace, licenses, leases, bonds, certificates of insurance, and other various instruments and agreements for the construction and operations and maintenance of the company’s facilities.
  • Manages and prepares budgets and cost estimates for Right of Way and Real Estate related projects.
  • Manages the performance and review of Land Contractors, Surveyors, Title Companies, Appraisers, and Real Estate Agents.
  • Manage, review, and estimate costs, the completion of property surveys, fair market value appraisals, title transfers, transaction closings, and deed/easement recordings.
  • Reviews, analyzes, and interprets all Right-of-Way and Real Estate related agreements, deeds, easements, leases, permits & licenses etc.
  • Serves as liaison between internal departments, landowners, developers, cities, counties, states, and other entities, in support of Right-of-Way and Damage Prevention activities.
  • Reviews and drafts Agreements and Partial Releases of easements
  • Manages landowner notifications on company Operations and Maintenance projects.
  • Manage the Encroachment Review process to ensure that proposed land development by third parties does not impact the safety and integrity of facilities or interfere with continued, safe pipeline and terminal operations.
  • Manage and support encroachment abatement, remediation and resolution activities across company easements and properties.
  • Work with Business Development in supporting potential growth opportunities from a real estate and right of way perspective.
  • Acting Damage Prevention Representative administering the Damage Prevention Manual Policy and Procedures with internal and external stakeholders, conducting work procedure reviews.
  • Damage Prevention trainer responsibilities providing periodic training to the Operations Team.
  • Public Information Officer and Liaison Officer responsibilities in Emergency Responses and drills.
  • Company Media Representative responsibilities.
  • Responsible for settling 3rd Party damages and reimbursements for damages to company facilities, acting as an investigator and claims agent.
  • ROW / Pipeline and Terminal Protector (Point Persons) Coordination – Develop and educate ROW / Pipeline Protector Point Persons in ROW, Real Estate and Damage Prevention practices and provide guidance in the implementation of Programs, Policies and Procedures.
  • And other duties as assigned.

Position Requirements:

  • Bachelor’s degree or equivalent combination of relevant experience and education required.
  • 5 years direct experience in Right of Way or similar role within pipeline or utility operations or a similar industry required.
  • International Right of Way Association membership and credentials preferred.
  • Intermediate level of proficiency with GeoHub GIS or Google Earth is preferred.
  • Basic level of proficiency with JDE, Microsoft SharePoint, Microsoft Project, CLS Link, CLS GIS Viewer preferred.
  • Intermediate level proficiency using Microsoft Office (Outlook, Word, Excel, PowerPoint) required.
  • Up to 25% travel required.

Certificates & Licenses:

  • Notary Public status desired.
  • Basic, Intermediate and Expert level IRWA Right of Way Courses on Engineering Review, Encroachments or Property Rights Law with ARWP (Associate Right of Way Professional) or RWP (Right of Way Professional) Credential progressing toward IRWA SR/RA (Senior Right of Way Professional) Credential preferred.

Essential Functions:

  • This position requires the ability to safely and successfully perform essential job functions consistent with ADA, FMLA and other federal, state and local standards, including meeting qualitative and or/quantitative productivity standards.
  • This role requires the ability to maintain regular, punctual attendance consistent with the ADA, FMLA and other federal, state and local standards.
  • This position requires compliance with all personnel policies.

Physical & Safety Requirements:

  • This role is regularly exposed to outside weather conditions.
  • Must be able and willing to spend on average 80% of ones time on his/her feet
  • Must be able to lift large, heavy objects weighing up to 50 pounds.
